Instructions:
- In a large mixing bowl, combine the ground pork, chopped cabbage, scallions, grated ginger, soy sauce, sesame oil, rice vinegar, sugar, salt, and black pepper. Mix well to make the filling.
- In a separate bowl, mix together the flour and water to make the dough. Knead the dough for about 5-10 minutes, until it becomes smooth and elastic.
- Divide the dough into small pieces, about the size of a ping-pong ball. Roll each piece into a thin, circular wrapper.
- Place a spoonful of filling in the center of each wrapper. Fold the wrapper in half and pinch the edges together to seal the dumpling.
